Buildings have historically addressed “hoarding” as a ‘public nuisance’, a failure by residents to fulfill their obligations, but, “hoarding” is now classified by the American Psychiatric Association as a serious psychological disorder. Kristin P. Bergfeld, is a nationally recognized expert working for decades with hoarders. She will give an overview of the “Hoarding” and what it looks like in a resident’s home. She will distribute and explain the nationally used Clutter-Hoarding Scale™ to objectively evaluate the degree of hoarding and its impact on the “hoarder”, their neighbors and building, and will suggest strategies buildings might use.
Kristin will call on experts in their fields; Anne B. Pagano, Executive Director, Hoarding Disorder Resource and Training Group, and Marc H. Schneider, Esq., Managing Partner of Schneider Mitola LLP, to speak on the topic. Ms. Pagano will provide information on how a resident gets diagnosed with “Hoarding Disorder” and what role health care professionals play in developing a clearance plan. Mr. Schneider will walk through the process and the potential time and cost of the “Notice to Cure” and “Notice of Eviction”. Related topics include HIPAA, Americans with Disabilities Act, Fair Housing and Civil Rights Act.
